Quebec Immigration – Skilled Worker Program.
Currently, immigration to Quebec under Skilled Worker Program takes much less time than the Federal Immigration Program.
Thanks to an agreement between the Federal Government of Canada and the Province of Quebec, Quebec has the right to conduct an independent immigration policy, and evaluate candidates for Skilled Workers immigration program according to its own selection system and a list of privileged education. In the framework of this agreement, the Government of Québec opened its immigration offices in Canadian embassies of some countries. The so-called Quebec Consulates are independently selecting potential immigrants and interviewing applicants. In case of a successful interview with Quebec Immigration Service representative, the applicant receives a so-called Quebec selection certificate (Certificat de section du Quebec). This document certifies the successful completion of the skilled worker immigration process. After that, the applicant has only to pass a medical examination and tested for trustworthiness, under the jurisdiction of the federal authorities (CIC), and obtain the permanent residence status.
It is of great importance that Quebec has a range of interesting programs for newly arrived immigrants. For example, upon arrival, individuals can attend special French language courses. Depending on the knowledge, the mentioned courses may last up to 10 months. Throughout the training period, the new immigrants are paid a scholarship equal to the subsistence allowance, which is a good financial support at the initial stage of adaptation.

The selection criteria for the Quebec-selected skilled workers program not only allows to choose candidates with higher education, but also to increase the selection of individuals with specialized secondary education / vocational training. The most important is the nominees’ vocational training to correspond to the labor market needs of Quebec.
